Energy & Solar Infrastructure

Solar O&M Facilities for EPC Contractors.

We build operations and maintenance facilities on utility-scale solar sites for EPCs (engineering procurement contractors). For WHC Energy Services we have delivered four, from the Permian Basin to Houston, with two more O&M facilities in progress, all under IRA prevailing wage and apprenticeship with certified payrolls. We build statewide in Texas and hold Louisiana commercial license CL.13232, with Alabama and Arkansas coverage available on request. If you are placing the same facility at several sites, the contractor who has already done it is the difference between a program and separate projects.

The Builds

The WHC Energy Services Program

Four delivered, with two more O&M facilities in progress. Named because a claim you cannot check is worth less than one you can.

Midland County, TX

Greater Bryant Solar

Delivered

A working operations facility on a remote site: SCADA room, offices, restroom and maintenance bays under one roof, with septic, water service and the site work in the same contract.

Culberson County, TX

Delaware Ranch Solar

Delivered

The same floor plan as Greater Bryant, delivered in Far West Texas, where long haul distances leave no margin for a design that has to be re-solved on site.

Hillsboro, TX

Hyundai project

Delivered

Delivered for WHC Energy Services, on certified payrolls with registered apprentices.

Houston, TX

Chevron · SunRoper

Delivered

Delivered for WHC Energy Services on the Gulf Coast, on certified payrolls with registered apprentices.

Scope

A Working Facility, Not a Shell

The distinction matters when you are comparing bids. A shell quote and a turnkey operations facility are different products, and on a remote site the difference is whether your people can actually work there on day one.

These buildings house control instrumentation and staff. Foundation, erection, interior build-out and site work come under one contract, so there is no gap between trades for you to manage from four hours away.

What the remote site itself changes — the pad, water, power, wind exposure and prequalification — is on our oilfield and remote-site buildings page.

Common Questions

Multi-Site Program Questions

Can you build the same facility at multiple sites?
Yes, and that is what this page is about. Greater Bryant Solar in Midland County and Delaware Ranch Solar in Culberson County were delivered for WHC Energy Services from the same floor plan. Two more WHC facilities have since been delivered, a Hyundai project in Hillsboro and Chevron's SunRoper project in Houston, and two more O&M facilities are in progress. Tell us how many sites and over what window, and you get a per-location cost with the sequencing laid out rather than several unrelated quotes.
Why does building the same plan repeatedly matter?
Because the second building is where most multi-site programs lose money. A contractor who has built your plan once already has the engineering resolved, the submittal package approved, the long-lead items identified and the crews who know the sequence. A contractor building it for the first time solves all of that again at your expense, and the fourth site ends up different from the first. Repeatability is not a marketing word here — it is the reason site four goes up to the same standard as site one.
What is actually inside these buildings?
A full SCADA room, offices, a restroom and maintenance bays, inside an insulated pre-engineered steel building (R-38 walls, R-43 roof, full-height liner panels) with eave canopies, insulated steel doors and a 12×8 roll-up door. The scope is full MEP (mechanical, electrical and plumbing): heat-pump HVAC, a 200 A panel, LED lighting, a generator transfer switch and lightning protection. Outside, the caliche pad, parking, a concrete driveway entrance, the septic system, water service and pump house are in the same contract. These are staffed working facilities on remote sites, not storage shells, with foundation, erection and interior build-out delivered under one contract.
Do you work outside the Permian?
Yes. We have delivered O&M facilities from the Permian Basin to Hillsboro and Houston, and we build statewide in Texas. In Louisiana we hold LSLBC commercial license CL.13232 (Building Construction), so Louisiana sites need no new filing. We can expand our license coverage to Alabama and Arkansas on request for your program. Our Division President passed the NASCLA Accredited Examination for Commercial General Building Contractors, which twenty licensing agencies across 17 states and the U.S. Virgin Islands accept in place of their own trade exam. If a project needs us licensed somewhere we are not yet, that is a filing rather than a re-examination, and we will pursue it for the work.
What bonding capacity do you carry for a multi-site program?
Single-project bonding to $10,000,000 and an aggregate program above $25,000,000. Bonding capacity is not what caps how many of your locations we can carry at once.
Do you build heavy industrial facilities?
No. UTS BuildPros is a commercial and light industrial general contractor. On energy sites we build operations and maintenance buildings, support buildings, heavy slabs and equipment pads, and pre-engineered metal buildings, with every trade performed by subcontractors we prequalify. Power generation plants, refineries and chemical processing facilities are heavy industrial process construction, and we do not bid them.

Placing the Same Facility at Several Sites?

Tell us the number of locations, the window, and roughly where. You get a per-location cost with the sequencing shown — which trades move between sites as a crew, and what that does to your schedule.

Send Us Your Next Site List

How many sites, when you need them and where. We return per-site pricing with the sequencing laid out, and complete your vendor prequalification and MSA review in parallel.
