What We Build
Commercial Construction Specialties
Three core commercial delivery methods — each with a dedicated team, proven process, and transparent pricing. Click any specialty to explore scope, case studies, and FAQs in detail.

Tenant Build-Outs
From white-box shell to turnkey occupancy — office suites, retail stores, restaurants, and medical practices built to your brand standards and lease requirements. One contractor managing every trade from demolition through certificate of occupancy.

Ground-Up Construction
From raw land to ribbon cutting — new office buildings, retail centers, industrial facilities, and mixed-use developments. Design-build or plan-spec delivery with prequalified trade partners under one accountable general contractor.

Municipal & Public Sector
Work for cities and counties, scored on bonding, safety record and licensing rather than a brochure. We delivered a 5,000 sq ft maintenance building for the City of Hugo, Oklahoma, and we run Texas TDLR Architectural Barriers registration as part of the job.

Industrial & Office
Light manufacturing, distribution centers, and corporate headquarters. Tilt-wall, steel, or conventional construction — engineered to your operational requirements with the MEP and structural capacity your business demands.
Our Process
How We Deliver Commercial Construction
From first conversation through certificate of occupancy — four clear phases, one accountable contractor. Here's what every commercial project looks like with UTS BuildPros.
Estimate & Feasibility
Site evaluation, zoning analysis, conceptual budgeting, and preliminary schedule — delivered at no cost before you commit. You get a clear picture of project viability, timeline, and budget range.
Preconstruction
Design coordination with your architect or our design-build partners, value engineering, permit package preparation, subcontractor bidding, and final GMP or lump-sum pricing with line-item detail.
Build
Site work, foundations, structural framing, building envelope, MEP systems, and interior build-out — with weekly progress reports, budget tracking, and a dedicated superintendent on site every day.
Closeout
Final inspections, certificate of occupancy, punch list completion, as-built documentation, warranty registration, and 30/90/365-day follow-up visits to ensure everything performs as designed.
Franchise & Multi-Site
Building the Same Thing, Four Times, To the Same Standard
Rolling out multiple locations is a different problem from building one well. The risk is not whether any single site gets built — it is whether site four matches site one, whether the schedule holds when three run concurrently, and whether one team carries the brand standard across all of them. Here is how we run that.
One prototype, repeated
A brand standard is a specification, not a suggestion. We build from your prototype drawings and equipment schedule, and we hold the same detail across every location so a regional inspection does not turn into a punch list per site.
One point of accountability
The same project manager runs the whole program rather than a different team per location. You call one person about site three, and that person already knows what happened on sites one and two.
Sequenced, not simultaneous
Concurrent sites compete for the same superintendents and the same subs. We sequence a rollout so trades move between locations as a crew, which is what keeps the fourth site to the same standard as the first instead of the same date.
Bonded for concurrent work
Single-project bonding to $10,000,000 and an aggregate program above $25,000,000, so bonding capacity is not the thing that caps how many of your locations we can carry at once.
If you are pricing a program rather than a project, tell us the number of locations and the window. That changes who picks up the phone — a multi-site rollout is scoped by the Division President, not routed through the standard estimating queue — and it changes what we send back: a per-location cost with the sequencing laid out, rather than four unrelated quotes.
Credentials
Licensing, Insurance & Qualifications
B2B buyers evaluating a commercial general contractor need to verify credentials before sending an RFP. Here's everything procurement teams typically ask for — transparent and current.
State Licensing
- Texas: Texas issues no state general contractor license. We register and permit through each local authority we build under — Dallas, Richardson, Plano, Fort Worth and Houston among them — and register qualifying projects with TDLR. Projects subject to the Texas Architectural Barriers Act with an estimated construction cost of $50,000 or more must be registered with TDLR, reviewed by a Registered Accessibility Specialist, and inspected within one year of completion.
- Oklahoma: Oklahoma issues no state general contractor license. We hold the City of Oklahoma City Building Residential Contractor license (CR-37328-L).
- Arkansas: Arkansas Residential Builder License No. 0465660226, which covers single-family residential work; Arkansas licenses commercial contracting separately. Contact us for scope-specific licensing verification.
- Louisiana: Louisiana Commercial General Contractor License No. CL.13232, issued by the Louisiana State Licensing Board for Contractors to UTS, LLC in the Building Construction classification. It covers commercial construction in Louisiana.
- Multi-State Capability: Our Division President passed the NASCLA Accredited Examination for Commercial General Building Contractors. Twenty contractor licensing agencies across 17 states and the U.S. Virgin Islands accept that result in place of their own trade exam, which shortens the path to licensure when a project takes us beyond Texas, Oklahoma, Arkansas and Louisiana. It is not a license in those states on its own — we license per project as each jurisdiction requires, and if a client needs us licensed somewhere we are not, we will pursue it for that project.
Insurance
- Fully Insured: Certificates of insurance provided to clients on request, typically within 24 hours, with additional-insured endorsements where the contract requires them.
Bonding Capacity
- Single Project Bonding: Up to $10,000,000 per project — bid bonds, performance bonds, and payment bonds available.
- Aggregate Bonding: $25,000,000+ aggregate program — supports concurrent projects across Texas, Oklahoma, and Arkansas.
- Surety Partner: Bonding through a nationally recognized A-rated surety. Prequalification typically completed within 48 hours for new project opportunities.
Safety & Prequalification
- Written Safety Programs: Stop Work Authority (Policy 28), Subcontractor Safety Management (Policy 29), SIF Prevention & Critical Risk Management (Policy 44), HIRAC hazard identification and risk control (Policy 16), Hot Work (Policy 17), Lockout/Tagout (Policy 20) and Emergency Action Plan (Policy 11), plus Management of Change and incident and near-miss investigation with SIF potential.
- OSHA 30-Hour: All field supervisors hold active OSHA 30-Hour Construction Outreach trainings. Site workers hold OSHA 10-Hour minimum.
- ISNetworld: Active ISNetworld prequalification — required by most institutional, energy, and Fortune 500 clients. Safety plans, EMR ratings, and training records verified and current.
- Avetta: Avetta credentialed contractor — additional prequalification accepted by major corporate and industrial procurement departments.
- EMR Rating: Experience Modification Rate of 0.81 for 2026 (NCCI), after 0.59 in 2025 and 0.70 in 2024 — below the 1.0 industry baseline every year, reflecting a sustained commitment to jobsite safety.
Compliance & Standards
- MBCI Certified Installer: Our Division President holds MBCI's Standing Seam Roof Installation Certification (Cornerstone Building Brands) for Ultra-Dek, Double-Lok, BattenLok HS, SuperLok, LokSeam and Craftsman HB roof systems, the certification MBCI requires for its Standard III and Single Source weathertightness warranties.
- EPA Lead-Safe Certified Firm: EPA firm certification NAT-F268417-1 for renovation, repair and painting (40 CFR 745.89) and LBP-F268417-1 for lead-based paint activities (40 CFR 745.226), issued August 20, 2024 for all EPA-administered states, including Texas, Oklahoma and Arkansas.
- EPA Certified Renovator: Our Division President is an EPA RRP Certified Renovator (certificate R-I-99273-24-03031, valid to September 2029) and holds the Oklahoma DEQ-accredited Renovator certification.
- Building Codes: Current on IBC 2021, Texas Accessibility Standards (TAS), ADA Standards for Accessible Design, and all local amendments for cities we serve.
- Environmental: Stormwater Pollution Prevention Plan (SWPPP) compliance on every site. NPDES permit coordination for projects over one acre.
- Subcontractor Vetting: All subcontractors are prequalified for insurance, safety record, licensing, and financial stability before being approved for any UTS BuildPros project.
Industry Recognition
- BBB Rating: A+ accredited with the Better Business Bureau — zero unresolved complaints in company history.
- Veteran-Owned: UTS BuildPros is part of UTS, LLC, a veteran-owned company. PMP-run project management on every engagement.
- Google Rating: Read verified client reviews on our Google Business Profile.
- Trade Association: Member of the Greater Fort Worth Builders Association, the homebuilders association covering Tarrant, Parker, Johnson, Wise, Hood, Somervell and Palo Pinto counties.
- Trade Association: Member of the Dallas Builders Association, the homebuilders association serving the Dallas area.

Commercial Construction Questions Answered
Common questions about commercial permitting, timelines, licensing, and how we manage projects in Texas and Oklahoma.
Because you work with the contractor that builds your project. One team is accountable from estimate to closeout, permits and inspections are documented to the codes your jurisdiction has adopted, and there is no added layer of contractor markup.
Inside city limits, any new commercial structure, addition, or change of occupancy in Texas requires a commercial building permit from the city. Unincorporated county sites generally have no county building permit, but floodplain, septic, driveway and, in some counties, fire-code permits may apply. This includes plan review by a licensed architect or engineer, zoning verification, fire marshal review (for certain occupancies), and inspections at multiple stages of construction. UTS BuildPros manages the full permitting process — we prepare permit packages, liaise with city officials, and track approvals so your project stays on schedule.
Review times vary by city and by how complete the submittal is; Texas law (Local Gov't Code §214.904) generally requires a city to approve or deny a building permit within 45 days of submission, with one 30-day extension by written notice. Dallas publishes monthly review-time reports. We factor permit review into every project schedule from day one.
Timeline depends on project size and type. A typical small commercial build-out or tenant improvement (2,000–5,000 sq ft) can be completed in 6–12 weeks after permit approval. A standalone retail or office building (5,000–20,000 sq ft) typically runs 4–8 months. Larger industrial or multi-tenant projects can range from 8–18 months. We provide detailed milestone schedules at the start of every project.
Yes, in Oklahoma; Arkansas is limited to residential work for now. UTS BuildPros holds the City of Oklahoma City Building Residential Contractor license (CR-37328-L) and Arkansas Residential Builder License No. 0465660226. Neither Texas nor Oklahoma licenses general contractors at the state level, so no state license is required for our Texas work. Arkansas apartment and commercial work of $50,000 or more requires a commercial license, which we do not currently hold. In Oklahoma we delivered a 5,000 sq ft maintenance building for the City of Hugo. If your project sits in a state where we are not yet licensed, we will pursue the license for it: our Division President passed the NASCLA Accredited Commercial Exam, which twenty licensing agencies across 17 states and the U.S. Virgin Islands accept in place of their own trade exam, so that is a filing rather than a re-examination. Contact us with your project location — we'll confirm availability and discuss your specific requirements.
Absolutely. We regularly collaborate with owner-retained architects and engineers of record. As the general contractor, we review drawings for constructability, provide value engineering input early in the design phase, and manage the RFI and submittal process throughout construction. We're comfortable working within owner-architect-contractor frameworks or design-build arrangements.
Yes. For clients who want a single point of responsibility from concept to completion, we offer design-build delivery through our network of licensed architects and engineers. This approach typically reduces overall project cost and schedule by allowing construction planning to happen in parallel with design. It also simplifies communication — one team, one contract, one point of contact.
Our quotes are detailed and itemized — no vague lump sums or undefined allowances. A typical commercial proposal includes: site work, foundation, structural framing, exterior envelope, MEP rough-in coordination, interior finishes, permit fees, and a detailed project schedule. We clearly call out any owner-furnished items, design contingencies, or items deferred to trade contractors so you know exactly what you're buying.
Yes. UTS BuildPros field supervisors hold OSHA 30-Hour Construction Outreach training. Trade work is performed by prequalified licensed subcontractors, vetted for safety record. We maintain active ISNetworld (A-rated, EMR 0.81) and Avetta prequalification status, which is required by most institutional and Fortune 500 clients. Safety plans, daily logs, and incident reporting are standard on every commercial project.
